Over the past decade, the U.S. Environmental Protection Agency (EPA) and itsChesapeake Bay Program partners have maintained a systematic approach for the use of this information to inform the public about the state of the Bay, to establish measurable restoration goals, and to inform many other program management decisions. EPA believes that much of the progress of this restoration program can be attributed to its partnership approach and the participants' willingness to set bold, long-term environmental goals and to use environmental and other outcome measures to set bold, long-term environmental goals and to use environmental and other outcome measures to monitor results and inform the public. Lessons learned from this program may be of particular interest to other natural resource agencies and to any governmental entity with interest in outcome-based management.

When Congress established Keweenaw National Historical Park in October 1992, itcreated the first national park system unit to commemorate the rich and complex story of copper mining on the Keweenaw Peninsula. Congress has directed the secretary of the interior to prepare a general management plan in consultation with the Keweenaw National Historical Park Advisory Commission. The quest for global resources be they natural, economic or political, is likely to produce pressures leading to conflicts that will inevitably impact our national interests. The Army s capability to fulfill its responsibilities in protecting those interests is incumbent upon its ability to optimize current and future resources in the most sustainable manner. Sustainability, the use of current resources so as not to deny them for future generations requires dedication, education, innovation and most of all - leadership. This paper will examine Army sustainability and culture implementation, focusing upon energy strategy, and emerging innovative efforts to instill sustainable practices in daily processes and provide recommendations regarding future efforts.

The goal of this EMP was to develop and implement a comprehensive Environmental Management Plan for MDOT Materials Laboratories. This goal was achieved through performance of environmental audits to identify potential environmental impacts, and by identifying the roles and responsibilities of personnel related to maintaining compliance with regulations. Identification of procedural practices and deficiencies in equipment and/or facilities was done during the audits. The EMP will be maintained by supporting documentation to identify specific elements, procedures, products, and services that fall under the control of MDOT Laboratories. Furthermore, a computer based compliance tracking tool will be utilized to follow compliance issues from identification to closure. A safety audit was also performed to identify potential concerns in safety gaps with employee functions and equipment and to provide recommended solutions. The ultimate goal is to maintain reasonably assured environmental compliance with all applicable Federal, State, and local laws, regulations and requirements by maintaining environmental stewardship of assets and full discharge of environmental responsibilities. The Environmental Management Plan is a continuous process that will require occasional reviews to maintain and update. The establishment of a fully functioning Environmental Management Plan (EMP) will serve as the framework for establishing, reviewing and maintaining environmental compliance objectives and targets throughout MDOT Materials Laboratories. The EMP ultimately maintains environmental policy and develops the procedures to achieve the goals and targets of environmental visions within MDOT Materials Laboratories.

The Chesapeake Bay Program (Bay Program) was created in 1983 when Maryland, Pennsylvania, Virginia, the District of Columbia, the Chesapeake Bay Commission, and EPA agreed to establish a partnership to restore the Chesapeake Bay. Their most recent agreement, Chesapeake 2000, sets out an agenda and five broad goals to guide these efforts through 2010 and contains 102 commitments that the partners agreed to accomplish. GAO was asked to examine (1) the extent to which appropriate measures for assessing restoration progress have been established, (2) the extent to which current reporting mechanisms clearly and accurately describe the bay's overall health, (3) how much funding was provided for the effort for fiscal years 1995 through 2004, and (4) how effectively the effort is being coordinated and managed.

The purpose of this report is to improve understanding of the complex sociopolitical processes related to resource management and to help structure management response to conflict and contentiousness, misunderstanding among participants, and failed citizen-agency interactions. Public acceptance is essential to every resource management decision public agencies must make. Regardless of the issue-forest health, fuels management, riparian restoration, recreation impacts, or threatened and endangered species-the political environment surrounding most decisions is never about just single questions, nor is it about just ecological questions. Social acceptability involves many diverse factors that are only now beginning to be understood and given credence by resource professionals. In this analysis, we describe the social acceptability concept and identify 10 key problem areas needing indepth consideration for durable decisions to be made about forest conditions and practices on federal lands. A central conclusion is that public judgments are always provisional, never absolute or final. Each situation, each context, produces a unique set of circumstances affecting the formation of public acceptance. By its nature, social acceptability is a process rather than an end product. We conclude by presenting five basic strategies to help guide resource professionals and citizens toward more integrated solutions.
